The storm has made landfall on Padre Island. It will continue to move inland.  Rainfall forecast is below.

[9:15am update] The Hurricane Center's forecast is now more similar to mine. I believe the winds will be ~60 mph, perhaps slightly stronger, at landfall. 9:16am radar is below.  --- Original Post --- As of 814am, the center of Harold is off the coast.  I believe it will have peak winds near 60 mph, likely north of the center, when it makes landfall later this morning.  The red polygon is a tornado warning and other tornadoes as possible. The storm surge will peak at 3.8' above sea level.  There will be locally heavy rains along the Rio Grande.  Finally, Harold brings with it a wildfire risk due to strong east winds to the north of the center outside of the storm's rainshield. It is the magenta area.
