The Primary Reason Hurricane Losses Keep Increasing

For much of the past two centuries there were fewer such worries because docks and factories, not housing and offices, lined urban coasts. But after manufacturing and shipping moved elsewhere, officials and developers sought to breathe new life into the areas. Along the Eastern Seaboard, nearly 3,200 acres of urban waterfront has been developed with residential and mixed-use buildings over the past 20 years, estimates the nonprofit Urban Land Institute.

A dock is not particularly expensive to replace. Luxury apartments, luxury homes and office buildings are very expensive to replace.
