While I am quite skeptical President Trump will completely eliminate FEMA, given the quality of its performance after major disasters (image from North Carolina taken Sunday), one can certainly make the case that elimination is deserved. 

Emergency Managers: How about using railroads  to get large amounts of materiel to the areas that need it? From what I have been able to determine, there is less damage to the railroad infrastructure that I would have guessed.  Railroads go through some of the most remote terrain in the United States and can move huge amounts of freight.  Asheville is near the center of the map. Blue is CSX Railroad the gray is Norfolk Southern. There are several shortline railroads in the Asheville area.  I don't know whether railroads can help but we won't know if we don't try.
