There are three areas of interest. If you are headed to NYC, Philadelphia or Hartford, be prepared for a couple of days of very heavy rains and potential flooding. As much as 5" is expected to fall.

Over the northern High Plains, the 1 to 2.5 inches of rain is going to fall on top of the record early-season snowpack that contains, in places, more than five inches of water (when the snow is melted). This will likely cause flooding, at least on a localized basis.

While the rains from the Ozarks into southwest Texas are forecast to be heavy, much of this area is stil dry, so the rains will be welcome.
