Would someone explain to why my tax dollars are going to the U.S. Centers for Disease Control to tell me how to turn off the water if my pipe bursts?

It's govern-mentally simple: If your pipe bursts there's liable to be a large amount of standing water. Standing water leads to mosquitoes (when the ice melts.) Mosquitoes lead to malaria, west nile virus, and yelow fever outbreaks. Thus, turning off water when frozen pipes burst prevents disease and saves lives! QED.
