6:15pm: Southern California and Southwest Rain

These are extraordinary amounts. 

Radar at 4:17pm. 
More heavy rains have fallen over the Los Angeles basin today. 

At 2pm, UCLA's weather station has received about two-thirds of that (11.82") in just the last 24 hours! Normal for the year is 17.73 inches. UCLA is in the west LA suburb of Westwood. This is truly an extraordinary storm.

Important forecast information from Noon
Above is the additional forecast rainfall from now until 10am PST tomorrow. 

This is the additional forecast for 10pm Wednesday. 

This heavy rain across the Southwest, especially in Arizona and New Mexico, will ease mild to moderate drought conditions. However, it will cause additional serious flooding in California. 

As of 1pm, radar shows the rain associated with the atmospheric river extending from the California coast to northern Utah. 
The flooding in the Southland will get worse before it gets better. Another slug of heavy rain is moving across Los Angeles as this is being written (radar below).

First Tornado Watch of the Day Issued

Unfortunately, the forecast is working out. A tornado watch is already in effect in Oklahoma and Texas.  This watch is in effect until 1pm.  Thunderstorms are developing in the southeast Texas Panhandle. They will move northeast and strengthen. Please keep a close eye on the weather in these areas.  I'll have comprehensive forecast up in 60-90 minutes.

Hilary's Forecast Path Shifts West; Updated 9:20am PDT

The forecast path of the center of Hilary has shifted a bit to the west. This increases the threat to the Southland, especially in terms of flooding.  Rainfall Note the heavy rains are forecast for Los Angeles County. Serious flash flooding may result. Because the forecast path has shifted to the west, that increases the threat of serious flooding in Los Angeles County north into Yosemite and the southern Sierra. It lessens the threat in Utah and western Arizona. While the threat of widespread flooding in Utah and Arizona lessens, note that some thunderstorms with localized heavy rain show up on the map.  In Nevada, the more western path increases the risk of serious flooding around Mt Charleston and into the central part of the state.  Here is the updated  (9am PDT) flash flood risk map.
