Preparing for Disasters

USA Today article correctly cites that the USA is critically unprepared for "low probability/high impact" events. I'm surprised they didn't include Texas' cold wave catastrophe in the article. 

While the article includes many truisms, its overall point is clearly correct. Both governments and the private sector are inadequately prepared for manmade and natural disasters.
