Tropical Threat for Florida

There is an old rule of thumb meteorologists use:

The primary threat of a tropical storm is flooding.
The primary threat of a hurricane is wind.

There is a significant chance Tropical Storm Collin will form before the low pressure developing in the Gulf of Mexico reaches Florida. Flooding is a serious risk. AccuWeather has more.
