It is good to see others in the media are making the same points about FEMA that have been made here on a number of occasions.
here. I agree with the story except the part that claims global warming is making storms, especially hurricanes, worse. That is not correct.
The root issue is that FEMA is not genuinely accountable to anyone. And, like any government agency, it often seeks visibility which can be at the expense of effectiveness.
The solution? A Natural Disaster Review Board (NDRB) modeled along the lines of the NTSB. I lay out the case for the NDRB here and here.
